For almost 30 years, the JURIX conference has provided an international forum
for research on the intersection of Law, Artificial Intelligence and
Information Systems, under the auspices of the JURIX Foundation

JURIX 2016 <http://jurix2016.unice.fr/> will be held at the University of
Nice Sophia Antipolis (France) on 14, 15 and 16 December 2016.

We invite submissions of papers (long and short), technology demonstrations
and proposals for workshops & tutorials.

Topics

We invite submission of original papers on the advanced management of legal
information and knowledge systems, covering foundations, methods, tools,
systems and applications. We welcome submissions on a wide variety of topics
including, but not limited to, the following:

==I : Theory and foundations==

Contributions to the theory and interdisciplinary foundations for the use of
Artificial Intelligence techniques in the legal and forensic domain.

* Models, formalisms and algorithms for representing and reasoning with legal
knowledge (rules, cases, arguments, procedures);

* Models, formalisms and algorithms for representing and reasoning about legal
interactions (digital institutions, normative systems).

==II : Technology==

Contributions to the technological advancement of Artificial Intelligence and
Information Systems in the legal and forensic domain.

* Technologies for expressing the structure and semantics of legal texts and
data;

* Technologies for natural language processing and information retrieval with
respect to legal texts;

* Technologies for analysis, verification and validation of legal knowledge
systems;

* Technologies for digital-rights management, access policies and
authorisation;

* Technologies for social simulations in the legal domain;

* Support and methodologies for the acquisition, management or use of legal
knowledge in information systems.

==III : Applications==

Implementations of AI & Law technology in real world systems.

* Support legislators in agenda setting, policy analysis, drafting, publishing
and implementation;

* Support for the judiciary, lawyers, law enforcement and public
administration in legal reasoning, analysis of evidence, management of cases,
document drafting;

* Support for business in managing regulatory compliance and compliance of
business processes;

* Support for private parties in using online dispute resolution;

Authors can submit short descriptions of a system, preliminary results or an
innovative idea as a poster or demo paper. These papers should not exceed 4
pages when formatted using the IOS Press Instructions for Authors. Accepted
papers will be offered the opportunity to present during a joint Poster & Demo
session with the Doctoral Consortium papers (see below).

==Doctoral Consortium==

JURIX 2016 will feature a Doctoral Consortium. It will provide graduate
students an opportunity to publish short papers, to present posters about
their research and to receive feedback and encouragement from the community. A
full call for papers for the JURIX 2016 DC will be distributed separately.

==Double Submission==

We welcome and encourage the submission of high quality, original papers,
which are not simultaneously submitted for publication elsewhere except to
JURISIN 2016. Papers being submitted both to JURIX 2016 and JURISIN 2016 must
note this on the title page, and a paper to be presented at JURIX 2016 must be
withdrawn from JURISIN 2016 and vice versa according to the choice by the
authors. Failure to follow this policy will result in the paper not being
included in the proceedings of JURIX 2016.

**** Aims and scope ****

Juris-informatics is a new research area which studies legal issues
from the perspective of informatics. The purpose of this workshop is
to discuss both the fundamental and practical issues for
juris-informatics among people from the various backgrounds such as
law, social science, information and intelligent technology, logic and
philosophy, including the conventional “AI and law” area. We solicit
unpublished papers on theories, technologies and applications on
juris-informatics.

**** Bar Exam Competition ****

This year, JURISIN invites participation in a legal information
extraction and entailment competition. Previous conferences/workshops
have not conducted such a shared task on a large legal data collection,
so we hope that the 2016 workshop will help establish a major
experimental effort in the legal information extraction/retrieval field.
The motivation for the competition is to help create a research community
of practice for the capture and use of legal information.

Papers should be written in English, formatted according to the Springer
Verlag LNCS style in a pdf form, which can be obtained from
http://www.springeronline.com and not exceed 14 pages including figures,
references, etc. If you use a word file, please follow the instruction of
the format, and then convert it into a pdf form and submit it at the paper
submission page. If a paper is accepted, at least one author of the paper
must register the workshop and present it. We strongly encourage an online
registration.

WORKSHOP ON ARTIFICIAL INTELLIGENCE FOR JUSTICE (AI4J)

To be held in conjunction with the 22nd European Conference on Artificial Intelligence (ECAI 2016)

SCOPE

Artificial intelligence is currently in the centre of attention of legal professionals. An abundance of startup companies explore the application of AI techniques in the domain of law, and there is even speak of artificially intelligent legal assistants disrupting the legal market space. Factors driving the increased attention for legal AI include:

– Technological breakthroughs in machine learning, natural language processing, ubiquitous computing, data science, and argumentation technology;
– The changing attitude towards technology in the legal domain;
– The much increased availability of legal data on the internet;
– The recent success of AI applications in the private and public domain;
– The success of technology supporting access to law, legal empowerment, and transparency;
– The increased need for norms embedded in technology (autonomous driving and warfare, big data analysis for crime fighting and counterterrorism).

The workshop is held as part of ECAI 2016 in The Hague, the residence of several international courts, such as the International Court of Justice, the Permanent Court of Arbitration, the International Court of Criminal Justice and the United Nations International Criminal Tribunal for the former Yugoslavia. The workshop’s theme “AI for justice” connects to the ECAI 2016 special topic “AI for human values”.

The aim of this workshop is to investigate opportunities and challenges in AI applied to the law, with a particular focus on the relevance of the recent technological breakthroughs for AI & Law research and for legal practice. Questions addressed include the following:

– How can AI & Law research contribute to improving legal work in, for example, courts, law firms, public administration, police practice and businesses?
– How should AI & Law research change in light of the recent research breakthroughs and technological developments? For example, how can traditional research on legal knowledge bases, legal reasoning and legal argument be combined with data science, machine learning and natural language processing?

The law has been a longstanding application field for AI research. The biannual International conferences on AI & Law (ICAIL) started in 1987, the annual JURIX conferences on Legal Knowledge and information systems in 1988, and the journal Artificial Intelligence and Law was founded in 1992. Many ideas that are currently being commercially developed were first explored by AI & Law researchers, such as legal information retrieval, statistical analysis of legal data, automated contract drafting, automated processing of permit or welfare applications in public administration, and systems for regulatory compliance.

TOPICS OF INTEREST

Some particular topics of relevance to the focus of the workshop are:

– Open data, linked data, big data;
– e-Discovery;
– Legal argument mining;
– Automated contract drafting;
– Computable contracts;
– Decision support for legal, forensic and police practice;
– Computational law.

SUBMISSION AND PUBLICATION

Original research contributions and position papers are invited that address the above questions and topics or other issues relevant for the workshop. We encourage submissions that describe, evaluate or comment on working programs, apps or websites. However, submissions of a more theoretical nature are also welcome. Papers should be of maximally 8 pages (position papers maximally 4 pages) and formatted in the ECAI submission format.

Accepted papers will be included in the workshop proceedings, which will be distributed electronically together with the ECAI conference proceedings. Moreover, authors of a selection of papers will be invited to submit an extended version of their paper to a special issue of the journal Artificial Intelligence and Law devoted to the workshop’s theme. (The submissions to the special issue will be subject to another reviewing and selection process.)

The biennial European Conference on Artificial Intelligence (ECAI) is Europe’s premier venue for presenting scientific results in AI. Under the general theme of “AI for human values”, the 22nd edition of ECAI will be held in the city of The Hague, in sight the Peace Palace, seat of the International Court of Justice, a location highly appropriate to the conference theme. The conference dates are 29 August – 2 September 2016, with the workshops taking place on 29 and 30
August.
We invite the submission of papers for the technical programme of the 2016 European Conference on Artificial Intelligence (ECAI 2016). High quality
original submissions are welcome from all areas of Artificial Intelligence. The following list of topics is indicative; other topics are welcome.

Formatting
Submitted papers must be formatted according to the camera-ready style for ECAI’16 available at http://www.ecai2016.org/content/uploads/2015/10/ecai.tar.gz , and submitted electronically in PDF format through ecai2016.confmaster.net . Authorship is not anonymous.
Papers are allowed eight (8) pages. An additional page containing the list of references is allowed as long as this ninth page contains only references.
Short papers, not exceeding two (2) pages, may be submitted for poster presentation and will be subjected to light review.
Accepted short papers will not be published in the conference proceedings. Over-length submissions will be rejected without review.

Originality
Submissions must be original, and in particular should not previously have been formally published, accepted for publication, or be currently under review. Also, submissions must not be submitted elsewhere during the ECAI 2016 reviewing phase. These restrictions apply to journals and conferences, not to workshops and similar specialized presentations with a limited audience and without archival proceedings.

Submitting and reviewing
All long paper submissions will be subject to peer review by the ECAI 2016 Program Committee, and evaluated on the basis of:

•        significance of contribution

•        originality of contribution

•        relevance to ECAI

•        technical quality

•        presentation quality

•        scholarship
Short paper submissions will be evaluated mostly on the basis of originality and potential impact.
Submission and review of papers for ECAI 2016 will be managed via the ConfMaster system: ecai2016.confmaster.net .

2016 is a uniquely busy year for the AI reviewing community, because of the occurrence of IJCAI, ECAI and AAAI, all within months of each other. In order to ensure continuing high reviewing standards, ECAI will introduce two innovations into the reviewing process this year.
First, ECAI 2016 provides a way to improve the continuity of the reviewing process. In cases where papers were previously rejected by IJCAI2016,
and have been revised for submission to ECAI, the ECAI process will enable authors to upload the IJCAI reviews of their papers and a
response letter explaining changes in the revised submitted version, for consideration during the ECAI reviewing process. This innovation is intended to reduce the “lottery” effect which can happen when revised versions are reviewed by a new team of reviewers.
Second, Senior Programme Committee members will have the power to Summarily Reject a paper if, according to the member’s expert judgment, the paper falls too far below ECAI standards to justify further reviewing effort. This change to the reviewing procedure is intended to reduce the load on the reviewers.
These innovations are being supported by the confmaster system, so authors should follow confmaster instructions on submission of their papers.

Proceedings and presentation
The proceedings of the conference will be published by IOS Press, and made freely available on the IOS website. The chairs of ECAI 2016 are currently in negotiation with a well-known journal to seed a special issue of ECAI papers. The details of this arrangement will be confirmed shortly.
The authors will be responsible for producing camera-ready copies of papers in PDF format, conforming to the ECAI’16 formatting guidelines for inclusion in the published proceedings of the conference. At least one author of each accepted paper is required to attend the conference to present the contribution.

Workshops and events
Separate calls are issued for workshop and tutorial proposals, as well as for contributions to PAIS 2016, the Prestigious Applications of Intelligent Systems conference, and STAIRS 2016, the Starting AI Researcher Symposium.
This year ECAI will host AIckathon, the first hackathon for development of AI apps. Details of this competition, and rules for participation, will be issued separately.
